Terrell has taken all of the necessary steps to ensure that we are prepared for future retail, industrial and housing growth.


During the past several years, Terrell has prepared for industrial growth and implemented plans to enhance and better prepare the community for increased economic development activity. Terrell's preparation included:

  • Comprehensive land, water, and sewer plans
  • Enterprise zones
  • $4.2 million renovation to the CBD
  • New industrial parks
  • Expansion to water and sewer plants
  • Tax Abatement Policy/Triple Freeport
  • Airport renovation
  • Opening of new I-20

In May of 1990, the citizens of Terrell voted a $.005 cent increase in sales tax to fund economic development. December of 1990 saw the first deposits to the fund that generates approximately $550,000 per year for construction of roads, water and sewer lines, grants and low interest loans. The key factors in the expenditure of funds are new jobs created and total project investments. The sales tax deposits have continued to grow each year with the 2012 revenues expected to top $1.7 million.

During the past several years, Terrell has seen the addition of 3,468 new jobs created, 30 new industries, 11 expansions of existing companies and 2 existing buildings purchased along with $397 million added to the tax rolls.

Labor Information

Non-union Labor Force

Excellent non-union labor is available from Kaufman County and the six surrounding counties. A population in excess of 1.5 million is located within a 45 minute driving time. A large percentage (38%) of the area work force commutes to the DFW area. When other new industry has located here they have found a qualified work force willing to work for less wages and benefits in order to stay local. This offers a new company locating in Terrell a tremendous pool of both skilled and unskilled workers from which to choose.

No domination of wage structure by a single company or industry
Terrell is fortunate to have a wide base of employment ranging from health care to all types of manufacturing
Usual benefits in area (holidays, insurance, vacations, breaks)
No unusual benefit packages are present in any employer located in the county.
Absenteeism
Absenteeism is well below state average and reflects the excellent small town work ethic.
Turnover in various industries
Turnover is also well below state averages with the top five employers averaging less than 1% annually.

Terrell has a manufacturing base of about 2,600 jobs. None of the manufacturing facilities are union nor have any attempts been made to organize.
The work force in Terrell has an excellent small town non-union work ethic with below state average turnover.

Union organization attempts have not occurred during the past ten years.

No lost time has occurred in last five years due to strikes.
